Mayor Pro Tem Mangum was born and raised in Wingate. He graduated form Forest Hills High school, Wingate College, and Pembroke State College (UNC-P). He retired from Wingate University in 2010 and currently works part-time for the Wingate Volunteer Fire Department. He has been an active member of the Wingate Fire Department for over 50 years, a Commissioner for 21 years and a member of the Wingate Lions Club for 24 years. He and his wife, Linda, attend Wingate Baptist Church. They have one daughter, Carrie, and one granddaughter, Avery.
